User Committee Policy A 12.0

12.1 Policy:

KMHC will have a functioning User Committee, which is a team of volunteers representing the client population Functions autonomously within KMHC with the full support and cooperation of hospital administration Is a vehicle that ensures the protection and respect of KMHC user rights and Reports its annual findings directly to the Board of Directors.

Provide pertinent information on your health and participate in decisions affecting your health and well-being. Be respectful towards staff, other clients or visitors. Encourage and maintain relations that are courteous, patient, discreet and respectful. Follow the rules and regulation of the establishment.

Use services responsibly; e.g. be on time for appointments. Respect the rights and property of other clients, employees and the establishment. Be considerate regard to noise levels and visiting hours

12.2 Role of the User’s Committee:

  • To inform *users of their rights and obligations;
  • To foster improvement with respect to the quality living conditions of inpatient *users;
  • To defend the common rights and interests of *users or, at the request of a user, to defend his or her rights and interests, as a *user, with the institution or any competent authority;
  • To accompany and assist a *user, upon request, in any action he or she undertakes, including the filing of a complaint.

*persons using all services that KMHC provides

12.3 Procedure:

The Committee is responsible to develop and implement operating rules that guide the committee’s actions and activities, which include:

  • Committee election process
  • Composition and duration of term for committee members
  • Committee officers and duties
  • Resignation or dismissal of members
  • Vacant positions
  • Committee meetings
  • Budget spending guidelines
  • Oath of confidentiality
  • Code of ethics

The User Committee is required to submit an annual report to the KMHC Board of Directors outlining:

  • Annual plan outlining priorities for the year
  • Annual financial plan
  • Number of complaints handled over the year
  • Results of the complaint procedure by categorizing complaints and the outcomes: number of satisfied users, number of dissatisfied users, number of complaints without follow up and departments subject to complaints
  • General well-being and satisfaction of KMHC clientele
  • Financial summary at year end

If, for any reason whatsoever, a user wishes to file a complaint concerning the services he/she has received, the Committee can assist by:

  • Formulating the complaint
  • Accompanying the user in the various steps involved, depending upon the degree of dissatisfaction regarding his/her rights
  • Forwarding complaint request forms to the Executive Director
  • If the complaint is not taken care of, or if he/she is not satisfied with the results, he/she can contact any one of the User Committee in person for further assistance.

  • Foster the proper functioning of the User Committee
  • Inform every user in writing of the User Committee by distributing the information pamphlet explaining the User Committee
  • Provide resource/technical support guidelines
  • Set annual operating budget for the committee
  • Keep committee records confidential
