A: Yes, all neighbours have been informed, and the professionals are working towards the least amount of inconvenience for all, and the community as well.

Q: Will the retaining wall in the front courtyard keep the patients safe, even though it will be lowered? (Question centered on possibility of a vehicle accidentally jumping onto the courtyard)
A: The height of the new retaining wall is such that it does not appear reasonable that a vehicle would be able to jump into the courtyard.

Q: Does the second floor exit have a stairwell that conforms to emergency evacuation?
A: Yes. The architects are responsible for meeting building code requirements. They are well experienced in healthcare design and requirements.

Q: Will the information provided during the information session be provided on the website?
A: Yes.

Q: Will the selected General Contractor have his/her choice of Workers' Compensation (MSI/CSST) or will MSI be mandatory?
A: (Council Chief Rhonda Kirby) MSI will be the workers' compensation insurance for the project

Q: Regarding workers' compensation insurance, will the tender specify which regime applies?
A (Council Chief Rhonda Kirby) MCK is currently negotiating with the province in this regard and hopes to have the agreement in place by the construction start date.

Q: If there will be double charges from two workers' compensation regimes, where will the funds come from? Will it be the hospital?

Q: Will the selected General Contractor have to be registered with the RBQ?
A: The question is valid will be determined by tender date.

Q: Will the Fair Wage agreement be stipulated for this project?
A: There is currently no stipulation to conclude a Fair Wage agreement. Currently, it is planned that prevailing market conditions will determine wages. Determination of wages will be between the employer and the individual trades people.

Q: Will there be Bonding required for this project? What type of Bonding is accepted?
A Yes, Bonding is required. The details of the acceptable Bonding is not yet finalized.

Q: Will the Bonding amount information be made available now or in the Tender only, It would be helpful for local contractors to know what the terms will be, to give them a chance to contact bonding companies ahead of time.
A The level of bonding requirement should be standard for projects of this size, but the Project team still has to determine the level. It is unlikely that the bonding requirements would be released prior to tender release, as changes to this information upon tender release could create liabilities for the project.

Q Will a deposit be acceptable in lieu of a bond?
A The project is bound by the terms of the MCK Tendering Policy. Acceptable security includes certified cheques and letters of "guarantee". The level of security required will be decided by the Project Committee, and will be made available with the tender information.

Q: What type of Bonding will be accepted?
A The project team is in the process of developing the tender documents. This information will be available at the time of tender.

Q: Who has the authority to call on the Bond should it be required?
A: KMHC, as the designated Project Manager, has this authority.

Q: Is the MCK Tendering Policy a public document?

Q: How will sub-contractors be able to view the plans?
A: Sub-contractors will also have the option to order the tender package through the SEAO.

Q: Has the scope of the project changed since 2010?
A: No

Q Will the tender documents be available on the MCK website?
A: No. The tender documents will only be available on the SEAO website as of September 6th, 2013.
